In Canada that takes months of parliamentary committees to achieve, and even then the next idea they come up with is usually worse.
Now, if you take a simple idea that works everywhere else, like, oh I don't know -- public run universal health care -- the U.S. is Hopeless at incorporating that. The downside of the "we're number one" myopia.
Killing the homegrown dumb ideas? Check. Implementing the best from elsewhere? No dice. And what about importing the really, really, really dumb ideas from elsewhere, like, you know, America's Got Talent and Authoritarian Fascism?
Jury's still out.

I think you're giving the Academy too much credit. I think it had more to do with the Guilds' threats to not honour their agreement with the Academy (eg free use of clips), since the Academy would be breaking it first with their stupid idea.
